Grainger, A (2007) Supply Chain Security: adding to an already complex operational and institutional environment, 2nd PICARD Conference, World Customs Organisation, Brussels, 27-28 March 2007 [PDF: Download, 636kb] AbstractUpdate: a revised version of this paper has been published in the World Customs Journal There has been a recent avalanche in new supply chain security focused controls. Their aim is to seek cooperative arrangements between regulatory agencies and businesses and draw on these to identify security risks before goods move. These new control regimes add to what is already a complex operational and institutional environment. This paper sets out how complex this environment is and the operational frustrations experienced by interviewed representatives at UK ports. It also maps out the intuitional mechanisms between public and private sector actors shaping cross-border procedures. The paper argues that the mechanisms for shaping governing rules and procedures are insufficient for overcoming many of the operational frustrations experienced by business and government actors in cross-border controls. The maps and data provided offer a starting point for the consideration of how operational requirements and institutional capabilities can be aligned to ensure effective cooperation between business and government actors in meeting supply chain security objectives.
